Australia is one of the most important emerging markets in the global energy industry with its increased focus on exploration and production both onshore and offshore. However, the shortage of skilled energy talent could constrain growth in both sectors. The lack of experienced professionals in technical disciplines such as engineering, subsea and subsurface in the region could have serious implications on the timing of project development and completion. This combination of personnel shortages and an upsurge of activity has seen Australia offer some of the highest compensation and salary packages in the world for the top talent. However, even competitive salaries may not be enough to keep the country stocked with enough qualified people to ensure continued and future growth.Maxwell Drummond has had an active presence in Western Australia since 2007 and in that time we have seen some common trends in addressing talent shortages in the onshore and offshore sectors.
Onshore
Australia has huge potential for shale gas exploration and production. In July 2011, the U.S. Energy Information Administration (EIA) released a report, ‘World Shale Gas Resources: An Initial Assessment of 14 Regions outside the United States’, mapping the 48 most important prospective shale gas basins in 32 countries. It revealed that Australia has an estimated 396 trillion cubic feet of technically recoverable shale gas. The advent of shale gas plays has been a real ‘game changer’ for the US where it now accounts for over 30% of natural gas production and industry experts believe this success may be emulated in Australia. Australian Exploration and Production companies will look to North American operations when recruiting talent for their unconventional projects. The most pressing vacancies include drilling and geoscience roles. However, North America too is experiencing a shortage in technical disciplines specializing in shale and oil sands, so Australia must find a way to attract the best and brightest people from a very small pool of available talent.
Offshore
The demand for offshore construction workers in Australia is expected to peak in the coming years as many large projects move into the development phase. Between our Aberdeen and Western Australian offices, we see a surge in Australian Exploration and Production companies looking to recruit individuals from places like Aberdeen and Norway where there is a high concentration of subsea and offshore production expertise. The Australian government is partnering with UK Trade and Investment to encourage more British companies to do business and invest in opportunities in Australia’s burgeoning oil and gas industry. The strengths British companies have from their experience in the North Sea can be applied to Australian operations where there are huge opportunities for growth. While these partnerships will help companies navigate the opportunities and risks of doing business in Australia, one incredibly large impediment still stands in the way of getting more skilled workers into the region. The Australian federal government must begin to show some flexibility with regard to visas, to avoid undermining the huge potential for growth in the region.
LNG
Due to thriving offshore and onshore production, the LNG market is experiencing a boom in Australia, contributing to the already sparse talent pool of oil and gas professionals.LNG has the potential to generate $60 billion in terms of new projects over the next 10 years; however the completion of these projects will be contingent upon sufficient manpower and there is already concern about delays and cost overruns due to a shortage of skilled engineers.
The Australian oil and gas industry is facing exciting times, but the positive outlook can only be continued if the country can focus attention on attracting the skilled workers needed now. The industry must also send a clear message to the up and coming generation on the benefits of careers in oil and gas. It must remain committed to investing in training programs for young Australians going through school and university and continue to develop the curricula in order to produce the skilled workforce the industry needs now and in the years to come.
